COP28 President Sultan Al-Jaber has applauded world leaders for their p ractical initiatives during the final dialogue, expressing optimism for the continued “open mindset” throughout the remainder of COP.

RIYADH: COP28 President Sultan Al-Jaber has applauded world leaders for their p                     ractical initiatives during the final dialogue, expressing optimism for the continued “open mindset” throughout the remainder of COP.

This comes as high-level dialogues between the COP28 Presidency and the International Energy Agency received a strong endorsement of practical actions.

The conclusion of the dialogues, co-chaired by Al-Jaber and the executive director of the IEA, Fatih Birol, marked a significant achievement, bringing together over 40 high-level leaders, including four heads of state and 18 heads of delegation and ministers from diverse regions.

Al-Jaber said: “I am encouraged by the practical actions brought forward by world leaders today at the final dialogue, and I hope that you take this open mindset and optimism throughout this COP.”

Addressing the significance of the dialogues, Al-Jaber emphasized the need for collaboration, stating: “This series of dialogues has allowed us to converge on the critical elements of the just energy transition. The transition will not be straightforward, but it will be harder if we cannot agree on its central components.”

Birol echoed this sentiment, expressing satisfaction at the alignment and support for the IEA’s five goals for COP28.

These goals include tripling renewable capacity and doubling energy efficiency by 2030, a structured decline in fossil fuel use, commitment from the oil and gas industry to align with 1.5 degrees, and financing mechanisms for clean energy in developing countries.

The leaders showed strong support for the COP28 presidency’s Global Renewables and Energy Efficiency Pledge, with over 110 countries signing up to the initiative.

Urgency on the coal front emerged as a key consensus, with a focus not only on preventing new unabated coal plants but also on accelerating the retirement of existing facilities.

As the final dialogue unfolded during the World Climate Action Summit as part of COP28 in Dubai, heads of state, government leaders, and international organizations convened to solidify their commitment to an orderly energy transition.

Al-Jaber urged participants to carry the open mind and optimism demonstrated during the final dialogue throughout COP28, reinforcing the importance of collective action in addressing the pressing challenges of our time.

This positive momentum sets the stage for further deliberations and collaborative efforts at COP28 UAE, hosted at Expo City Dubai till Dec. 12.

US Secretary of State Antony Blinken, on his third trip to the Middle East since the Hamas attack on Israel from Gaza on Oct. 7, last week pressed the Israeli government to increase the flow of aid and to minimize civilian harm in its offensive against Hamas. Israeli forces stormed southern Gaza’s main city of Khan Younis on Tuesday, and hospitals struggled to cope with scores of Palestinian dead and wounded. In what appeared to be the biggest ground assault in Gaza since a truce with Hamas unraveled last week, Israel said its troops — who were backed by warplanes — had reached the heart of Khan Younis and were surrounding the city A World Health Organization official in Gaza said on Tuesday the situation was deteriorating by the hour. Thousands of people have been killed and hundreds of thousands have been displaced. And all that is happening in a tiny, densely populated coastal enclave. Gaza is tucked among Israel, Egypt and the Mediterranean Sea. The strip is 25 miles (40 kilometers) long by some 7 miles (11 kilometers) wide. It has 2.3 million people living in an area of 139 square miles (360 square kilometers), according to the CIA Factbook. That’s about the same land size as Detroit, a city that has a population of 620,000, according to the US Census Bureau. It’s about twice the size of Washington and 3½ times the size of Paris. Gaza has a population density of about 14,000 people per square mile (5,500 per square kilometer). That’s about the same as London, a city brimming with high-rise buildings, but also many parks. Gaza has few open spaces, especially in its cities, due to lack of planning and urban sprawl. Gaza’s density is even tighter in its urban cores like Gaza City or Khan Younis, where tens of thousands are packed into cramped neighborhoods and where density rates become more comparable to certain cities in highly populated Asia. An Israeli-Egyptian blockade, imposed after the Hamas militant group seized power in 2007, has greatly restricted movement in and out of Gaza, adding to the sense of overcrowding. The North African country, in its fourth year of drought, is grappling with its worst water scarcity in years. Mazhoud — like other women in the remote village of Ouled Omar, 180 kilometers (110 miles) southwest of the capital Tunis — wakes up every morning with one thing on her mind: finding water. “We are the living dead ... forgotten by everyone,” said Mazhoud, 57, whose region was once one of Tunisia’s most fertile, known for its wheat fields and Aleppo pines. “We have no roads, no water, no aid, no decent housing, and we own nothing,” she said, adding that the closest source of water is a river about an hour’s arduous walk away. Providing water for their families, she said, means that “our backs, heads and knees hurt, because we labor from dawn to dusk.” The World Bank predicts that by 2030 the Middle East and North Africa region will fall below the “absolute water scarcity” threshold of 500 cubic meters yearly per person. Tunisia, already the 33rd most water-stressed country according to the World Resources Institute, has dropped to 450 cubic meters per inhabitant. Its dams — the primary source for drinking water and irrigating crops — are filled at just 22 percent capacity, despite brief showers recently, according to official figures. Some 20 dams have already gone out of service, mostly in the most arid south. Last spring, Tunisian authorities introduced water rationing to limit household use even in major cities. But in remote villages, where water scarcity impacts crucial farming and livestock, the issue takes on even greater weight. Ounissa’s 65-year-old husband, Mahmoud Mazhoud, said their village has become unable to support livestock, forcing him to sell half of his cow herd so he could afford to keep the rest alive. Ouled Omar is home to 22 families who share the only remaining spring. They say it yields only about 10 liters (2.6 gallons) of water per day in total, but that it is undrinkable. Ramzi Sebtaoui, a stockbreeder in his thirties, brings water to his family every day by driving to the closest source, some 20 kilometers away in the city of Maktar. “Two or three years ago, the situation was much better, with many natural sources of water that we could use for livestock,” he said. “Today, due to climate change and other factors, almost all sources have dried up, and the roads are destroyed.” Last week, Ouled Omar residents traveled almost 50 kilometers to the city of Siliana to protest outside governorate offices, demanding a paved road and access to clean water. “They don’t have a source of drinking water, not even taps,” Houda Mazhoud, a researcher who has been advocating for Ouled Omar’s access to clean water for years, told AFP. “As a result, they use a natural source. But with climate change, it’s starting to disappear.” The only road that leads to the village is decrepit and hasn’t been paved in decades, and residents say this only deepens their sense of isolation. Some villagers have felt pushed to move to urban areas or abroad. About 300,000 of Tunisia’s 12 million people have no drinking water in their homes, according to the Tunisian Forum for Economic and Social Rights. Ounissa’s cousin, Djamila Mazhoud, 60, said her son and two daughters had all left in search of better lives. “We educated our children so that when we grow old, they take care of us, but they couldn’t,” she said. “People are either unemployed or eaten by the fish in the sea,” she added, using a common phrase for migrants who attempt the dangerous sea voyages for Europe. Entire families have already left the village, said Djamila. “Their houses remain empty,” she said, explaining that elderly people feel they have no choice but to follow their sons and daughters. “Can an 80-year-old go to the river to get water?“ Follow Topics: TUNISIA CLIMATE CHANGE DROUGHT RELATED 143Iraqi children sit in an empoverished area on the edges of Nasiriyah, capital of Dhi Qar province, on September 25, 2023. Amnesty said in a report it had documented 45 such cases of rape, gang rape or sexual violence against protesters. With cases in more than half of Iran’s provinces, it expressed fear these documented violations appeared part of a “wider pattern.” “Our research exposes how intelligence and security agents in Iran used rape and other sexual violence to torture, punish and inflict lasting physical and psychological damage on protesters, including children as young as 12,” Amnesty’s secretary general Agnes Callamard said. The London-based organization said it had shared its findings with the Iranian authorities on November 24 “but has thus far received no response.” The protests began in Iran in September 2022 after the death in police custody of Mahsa Amini, 22. Her family says she was killed by a blow to the head but this has always been disputed by the Iranian authorities. After rattling Iran’s clerical leadership, the movement lost momentum by the end of that year in the face of a fierce crackdown that left hundreds dead, according to rights activists, and thousands arrested, according to the United Nations. Amnesty said 16 of the 45 cases documented in the report were of rape, including six women, seven men, a 14-year-old girl, and two boys aged 16 and 17. Six of them — four women and two men — were gang raped by up to 10 male agents, it said. It said the sexual assaults were carried out by members of the Revolutionary Guards, the paramilitary Basij force, agents of the intelligence ministry, as well as police officers. The rapes on women and men were carried out with “wooden and metal batons, glass bottles, hosepipes, and/or agents’ sexual organs and fingers,” it said. As well as the 16 rape victims, Amnesty said it documented the cases of 29 victims of other forms of sexual violence such as the beating of breasts and genitals, enforced nudity, and inserting needles or applying ice to men’s testicles. It said it collected the testimony through interviews with the victims and other witnesses, conducted remotely via secure communications platforms. “The harrowing testimonies we collected point to a wider pattern in the use of sexual violence as a key weapon in the Iranian authorities’ armory of repression of the protests and suppression of dissent to cling to power at all costs,” said Callamard. One woman, named only as Maryam, who was arrested and held for two months after removing her headscarf in a protest, told Amnesty she was raped by two agents during an interrogation. “He (the interrogator) called two others to come in and told them ‘It’s time’. They started ripping my clothes. I was screaming and begging them to stop. “They violently raped me in my vagina with their sexual organs and raped me anally with a drink bottle. Even animals don’t do these things,” she was quoted by the group as saying. A man named as Farzad told Amnesty that plain clothes agents gang raped him and another male protester, Shahed, while they were inside a vehicle. “They pulled down my trousers and raped me. I couldn’t scream out. I was really being ripped apart... I was throwing up a lot, and was bleeding from my rectum when I went to the toilet,” said Farzad who was released without charge a few days later. Amnesty said most victims did not file complaints against the assault for fear of further consequences, and those who did tell prosecutors were ignored. “With no prospects for justice domestically, the international community has a duty to stand with the survivors and pursue justice,” said Callamard. The World Food Program said the “pause” was driven by limited funding and the lack of agreement with the rebel authorities on downscaling the program to match the agency’s resources. “This difficult decision, made in consultation with donors, comes after nearly a year of negotiations, during which no agreement was reached to reduce the number of people served from 9.5 million to 6.5 million,” WFP said in a statement. UN spokesman Stephane Dujarric said WFP has tried unsuccessfully “to establish a system that is safe and accountable for the aid going through” to the rebel-held areas. The war in Yemen has raged for eight years between the Iran-backed Houthis and pro-government forces, backed by a coalition of Gulf Arab states. The Houthis swept down from the mountains in 2014, seized much of northern Yemen and the country’s capital, Sanaa, and forced the internationally recognized government to flee into exile to Saudi Arabia. Since then, more than 150,000 people have been killed by the violence and 3 million have been displaced. The WFP announcement came as the Houthis have unleashed attacks on ships in the Red Sea, imperiling traffic along one of the world’s most vital shipping lanes, critical to global trade. The Houthis support the Palestinian militant Hamas group and the attacks are linked to the ongoing Israeli-Hamas war. WFP said food stocks in Houthi-controlled areas “are now almost completely depleted and resuming food assistance, even with an immediate agreement, could take up to as long as four months due to the disruption of the supply chain.” The Rome-based UN agency said it will continue its other programs, such as nutrition and school feeding projects, to limit the impact of the pause in food distributions. In government-controlled areas of Yemen, WFP said general food distribution will continue “with a heightened focus on the most vulnerable families.” “Similar prioritization is taking place in nearly half of WFP’s operations around the world as the agency navigates the challenging financial landscape that the entire humanitarian sector is facing,” the agency said. At the end of October, WFP and the UN Food and Agriculture Organization warned that acute food insecurity is likely to deteriorate further in Yemen through April 2024. It called for urgent and scaled-up assistance to Yemen and 17 other “hunger hotspots” to protect livelihoods and increase access to food. The meeting came as fighting has resumed in the Gaza Strip following a seven-day pause that saw the return of more than 100 hostages from the enclave. The fate of 138 captives who remained behind is still open. “I heard stories that broke my heart, I heard about the thirst and hunger, about physical and mental abuse,” Netanyahu said at a news conference. “I heard and you also heard, about sexual assault and cases of brutal rape unlike anything.” Several of the relatives who attended the meeting left bitterly critical of the government. Dani Miran, whose son Omri was taken hostage on Oct. 7 by Hamas gunmen along with around 240 other Israelis and foreigners, said he felt his intelligence had been insulted by the meeting and had walked out in the middle of it. “I won’t go into the details of what was discussed at the meeting but this entire performance was ugly, insulting, messy,” he told Israel’s Channel 13, saying the government had made a “farce” out of the issue. “They say ‘we’ve done this, we’ve done that.’ (Hamas’ Gaza leader Yahya) Sinwar is the one who returned our people, not them. It angers me that they say that they dictated things. They hadn’t dictated a single move.” The meeting had been intended as a forum for released hostages to tell ministers of their experience in captivity. A group representing hostage families issued a series of unnamed quotes it said were taken from remarks made by some of the former hostages at the meeting. The quotes told of mistreatment meted out to the captives by Hamas but the encounter was overshadowed by the emotions of families worried by the fate of relatives still being held. “It was a very turbulent meeting, many people yelling,” said Jennifer Master, whose partner Andrey is a hostage. Israel says a number of women and children remain in Hamas hands, while families with adult male relatives in captivity have been calling for them not to be forgotten. “We are all trying to make sure our loved ones get home. There are those who want the women who are left or the children who are left, and those who say we want the men,” Master told Israel’s Channel 12. Tecno Spark 10 Pro Review: Budgetary Restrictions

While it might not that be well-known in North America, Tecno’s reach into multiple markets worldwide has brought the brand under the spotlight, especially for buyers in developing markets. With that in mind, the manufacturer has wasted no time tapping into a market once dominated by the likes of Xiaomi, thanks to a wide selection of wallet-friendly Android handsets. freestar Launched earlier this year, the Tecno Spark 10 Pro attempts to give consumers a taste of what Android is about, all at an affordable price. It comes with some pretty capable hardware, but does its affordable nature hamper the entire user experience? Let’s find out. Display and Design Starting off with its design, the Tecno Spark 10 Pro does manage to look nice thanks to a glass rear panel that integrates with a matte finish. Given the choice, I think that matte-reared devices exude a more premium look of sorts, which is great to see here. The rest of the phone is made from plastic, so there’s no aluminum or stainless steel on here, unfortunately. Nevertheless, it feels sturdy in-hand, which is always a welcome quality. This polycarbonate and glass wraps around a 6.8-inch IPS LCD display, which features a 1080 x 2460 pixel resolution, and a 90Hz refresh rate. Despite the lack of OLED technology on here, it’s a panel that gets the basics right, although it does struggle a bit under direct sunlight. On the other hand we have to keep an eye on its price, which does put things into perspective. Other hardware details include a side-mounted fingerprint scanner, a bottom-firing speaker, as well as surprises such as a 3.5mm headphone jack and a micro SD card slot for expandable storage. The last two are certainly rare these days, and are great additions to the phone’s hardware set. Performance and Software The phone runs on a MediaTek Helio G88 chipset, a common sight on Android handsets within this price point. This comes alongside 4GB of RAM and 128GB of storage for the base model, although buyers with a bit more cash to burn can opt for a slightly higher-end spec’d variant with 8GB of RAM and 256GB of storage. We’d recommend getting the 8GB RAM variant (the same one as our review unit), as it allows for a bit more breathing room for multitasking and everyday use. For a lot of “casual” users, the Spark 10 Pro will be enough for moderate app usage such as web browsing, social media, and maybe some light gaming apps. Speaking of gaming, it’s clear that the Spark 10 Pro is not marketed towards gamers – there’s only so much load that the G88 can handle, and while that’s not to say that it won’t be able to run any graphically-intensive games, it won’t be an ideal experience. Running XCOM 2 for example clearly showed signs of occasional slowdowns, so it’s best to stick to lighter apps and games in general. The phone runs on Android 13, although this is combined with HIOS, a proprietary Android skin that Tecno uses in its smartphones. It does come with some added customizability including support for themes and such, although you do get some pre-installed third party apps. To be honest, custom Android skins will be a very subjective matter for each user, but HIOS ends up looking a bit crowded at times. Powering this entire setup is a 5,000 mAh battery, a standard capacity found in most phones at this price point. Unfortunately, the phone doesn’t come with particularly fast charging speeds, as the phone is limited to 18W charging. Battery endurance is acceptable, especially given the budget chipset inside the phone – most users will be able to get a day’s worth of use out of the battery on the Spark 10 Pro. Camera Hardware Budget smartphones have come a long way in terms of camera performance, and the Spark 10 Pro is a good example of this. For hardware, the phone comes with a double camera setup on the rear, which consists of a 50MP f/1.6 dual lens. Meanwhile, selfies and video calls are handled by a 32MP sensor in front. As far as mobile photography goes, the Tecno Spark 10 Pro can get you good-looking shots, provided that you have enough good lighting around you – this can be said for both the main and selfie cameras. Low-light shots tend to suffer (we’d recommend using the built-in night mode feature to mitigate this), but the phone can hold its own in general day-to-day photography, with decent colors and just enough detail. There are times when dynamic range comes out less than ideal, and it’s in moments like these where we’re reminded that the Spark 10 Pro is first and foremost a budget phone, and as such it will have its limitations. Final Thoughts Overall, the Tecno Spark 10 Pro isn’t a terrible phone for the price, which comes in at around $240-250 when converted. It’s got good build quality, a large enough display for content consumption, decent camera performance, and a reliable battery to name a few – for a lot of casual users, these will most likely be enough. There are some caveats however, such as the less-than-impressive performance of the Helio G88, the bloated software interface, as well as poor low-light camera performance for example. These are definitely factors to consider, and discerning buyers will definitely want to take these into consideration. If you can live with these though, then the Tecno Spark 10 Pro might be something that’s right up your alley. freestar Tecno Spark 10 Pro 6.8 The Tecno Spark 10 Pro isn't a terrible phone for the price, thanks to factors like good build quality, a large display and a reliable battery. NewsTecno Tecno Spark 10 Pro Moon Explorer Edition Announced In India By Viraj- Sep 7, 2023

Elon Musk Just Made a Bold Prediction for Tesla, and It Has Nothing to Do With Cars. It's a Lesson for Every Company

At Tesla's recent shareholder meeting, Elon Musk taught a lesson in how to make more money while reducing risk.

Speaking at Tesla's annual shareholder meeting, Elon Musk praised the company's electric cars. But he also made a bold prediction about an entirely different product, one that's still in its early stages of development.

Optimus, apparently named after the leader of the Transformers, a fictional race of robot aliens, was first announced back in 2021. But this week, Musk revealed a video showing major advances in the technology since that unveiling. The clip showed Tesla engineers training Optimus to perform manual labor tasks like transferring objects from one place to another. (You can see the Optimus clip at the 53:28 mark of this video.)

After the video, Musk asked an interesting question:

"What would be the effective ratio of humanoid robots to humans?"

"Because I think basically everyone would want one," Musk added. "And maybe people would want more than one. Which means the actual demand for something like Optimus, if it really works--which it will--is, I don't know, 10 billion units? ... It might be 20 billion units."

"It's some very big number, is what I'm saying. And a number vastly in excess of the number of cars. So, my prediction is that Tesla's long-term value will be a majority of long-term value will be Optimus. And that prediction I'm very confident of."

Of course, Optimus is still an early stage of development, it's impossible to say if it will ever become a viable product. And Musk is known for making bold predictions that don't always come to fruition.

But Tesla's work on Optimus is also a teaching moment for business owners everywhere, who should ask themselves two important questions:

  • Should I use valuable resources to develop products that are outside of my core focus?
  • If so, how do I make more money, while reducing risk?

Before answering these questions, we can learn something from Musk's explanation as to what exactly Tesla has invested in creating Optimus, and why it has done it.

Making Optimus: A Lesson in How to Reduce Risk

According to Musk, Tesla had to invest significantly into manufacturing Optimus out of necessity.

"The motors, the controllers, the electronics, and everything you see in the Optimus robot is a Tesla-designed system," Musk said. "We actually tried to find drive actuators and [other components] that were off the shelf. We found that there weren't any. ... In order to make an effective humanoid robot, you actually have to design the motors and gearboxes and the electronics from scratch."

Additionally, adds Musk, as the worlds of full self-driving (FSD) and artificial general intelligence (AGI) combine, the software Tesla develops for its cars could be adapted and transferred to Optimus. Musk compares this to teaching a person to use their arms and legs to perform complex maneuvers like flying a plane or steering a boat.

In other words, yes, designing and producing Optimus takes time, resources, and people. But with that new hardware, Tesla can increase the use case for its software, thereby increasing its value. And Tesla would potentially have valuable patents and technology it could then license to other robotics companies, should they decide to go that route.

Which brings us back to you and your business.

If your business is healthy, should you invest precious resources on the shiny new thing?

Sometimes the answer is no. Resources like time, money, and employees are limited, and if you are distracted by every opportunity, you're likely to waste much of those resources in the long run.

But what if the new thing isn't as different as it looks to others? What if it's complementary?

If the new product not only creates value on its own, but can also increase the value of your other products, the risk lowers. And the potential rewards increase.

Of course, you have to think it through. Risk is risk. And the worst-case scenario may be something you never expected.

When it comes to Optimus, Musk has acknowledged this as well.

"We need to make sure that we don't have a Terminator scenario," said Musk. "It's all fun and games until Terminator shows up."
